Operational and regulatory gaps between government and private utility operators could hamper the Philippines’ response to a major earthquake, a disaster resilience adviser said.

Atty. Michael Toledo, an adviser to the Philippine Disaster Resilience Foundation, said stronger coordination was needed as the country prepares for the “Big One.”

Toledo made the remarks while moderating the “Powering Resilience: Strengthening Utility Systems” forum, which focused on the ability of energy, water, telecommunications and infrastructure networks to withstand and recover from major earthquakes.

“There are operational and regulatory gaps that need to be addressed if we are to ensure effective coordination with government and the private sector in addressing the Big One,” Toledo said.

The interdependence of critical utility networks raises the risk of cascading failures, with damage to one system potentially disrupting others and magnifying the economic and social impact of a disaster.

Discussions focused on the minimum level of functionality needed to keep critical services running, the consequences of prolonged outages and measures to speed up recovery, particularly for vulnerable communities.

Toledo also chairs the Philippine Chamber of Mines.
